PM Modi on the last day of the 21-day lockdown, made an address to the nation and keeping the hopes alive in the soul of the country to take down the deadly outbreak of Coronavirus which has caused a war-like situation in the country. The administration is on their legs, working tirelessly 24x7 and the whole nation seems to be united against coronavirus, irrespective of any differences. [let's not mention some exceptions here, for god's sake].
He rounds out 7 points or steps in his address, which every Indian must follow and consider as a contribution in the fight against coronavirus:

PM Modi's address was a hybrid mixture of display of India's current condition as compared to so-called countries worldwide, which have been hit very very hard by the pandemic, and also gave an extension to the lockdown till May 3 which was as expected.
The economic resurgence:
However, taking a step forward for the sake to oil up the fugitively plodding gears of the Indian economy and indirectly heal up the wounds on the pockets of the poor ones caused by the lockdown, he opened up the desire of the government in order to get people back to work and concurrently keeping the spread of the virus in check. |

According to the stuff he laid forward to the nation in his address, 20th April would be the date till when the administration will identify containment zones and consecutively buffer zones as more as possible. And lastly, by conducting several random tests countrywide and tracking down the spread route of the virus or cluster we say, "Hotspots" of coronavirus will be indicated on the map which will be after all regional.
Meanwhile, an area or region is declared a hotspot when 6 or more than 6 residents living within that area or region are infected by coronavirus.
And for obviously preventive measures, the potential hotspots would also come up as the number of cases would rise in that region and special care could be taken off to prevent them from becoming a hotspot.
In short, each and every inch of land will be tested to accomplish the perfect and preventive regioning of hotspots. So this will decide the fate of the particular region for the next few months which will be important for the virus spread prevention and re-establishment of regular activities within them.
It's obvious that special teams will be working on it for a time span of less than a week will visite all the containment zones to conduct random tests and also impose safe entry and exit points for mobility. They will consist of health staff working in that area and be volunteered by NGOs like Redcross, NSS, etc.

And residents of those areas which are at low risk or have no case noted will be allowed to go out for selected and permitted activities by the State/UT/district administration.
However, this permission from the administration comes with several serious restrictions along with in order to prevent further spread of coronavirus in those safe areas intently being called "green spots".
And those regions other than the "green spots" will observe as usual lockdown as before.
The Government has also come up with a guideline which has to be strictly followed in those regions. The administrations under which those regions belongs too will have to ensure Standard operating work Measures in offices, workplaces, factories and establishments.
As the declaration says, following activities falling under their respective sectors, will be allowed to function under an umbrella of total precaution and awareness.
Health services:
All the Hospitals, Veterinary Hospitals and related medical manufacturing and distribution units, both in public and private sector, like dispensaries, chemist, Pharmacies and medical
equipment shops, laboratories, Pharmaceutical research labs, clinics, nursing
homes, ambulance etc. will continue to remain functional. The transportation for all
medical personnel, nurses, para-medical staff, other hospital support services are
permitted.
Agricultural activities:
[including Horticulture, Fishing, Plantation and Animal Husbandry]

There was no and there will be no ban for farmers within their fields and mandis as well as agencies related to procuring produces, related anyway with the administration will be allowed to function. The equipment shops for agriculture and manufacturing, distributing and selling of fertilizers will be allowed. National movent of agricultural instruments & machinery is permitted.
Fishing and all related operations are permitted. Manufacturing, distributing and selling of products involved in fishing is allowed.
Plantation of coffee, tea and rubber, as well as processing, packaging, selling and marketing with half or less staff, is permitted.
Activities related to Milk and its products are permitted. Feed plants & manufacturing along with husbandry farms will be allowed.
Finance:
RBI and its financial markets & entities, Bank Branches, ATMs, IT vendors of banking, correspondents, SEBI, IRDAI & insurance, will be allowed to function.
Social:
Operation & observational homes, pension distribution and Anganwadis will function as.
Education:
Educational, training and coaching inst. will be closed and can continue teaching online or with Doordarshan and other educational channels.
MNREGA:
MNREGA works will be allowed prioritised to water conservation & irrigation, with std. operating work measures. Other water conservation & irrigation schemes will be implemented and delivered with MNREGA.
Public utilities:
Operations of Oil & Gas sector, Generation, Transmission and Distribution of power, Post operations, telecom and internet providers, Water, sanitation and waste management sectors will be allowed to resume as usual with adopting std. preventive measures.
Goods transportation:
All good traffic on roads, air, water and rails are allowed. While airports will also carry relief and evacuation operations. Seaports & Inland Container Deports will also operate for cargo transport.
Government Services:
Central Govt's Defence, central armed forces, Treasury, Disaster Management and early warning agencies, National Informatics Agency, Customs Clearance at ports/airports/land borders, GSTN and MCA21 registry (min. staff) will remain open.
State/UT Govt's autonomous offices shall remain closed. Police, home guards, civil defence, fire and emergency services, disaster
management, prisons, District administration and Treasury, Electricity, water and sanitation departments, essential Municipality bodies, Resident state Commissioners, Forest Offices and social welfare offices (min. staff) can resume their works.
However, all the above-listed offices, workplaces, factories and establishments will resume their works but under a controlled environment with extreme precaution and all the people working there will have to follow Standard operating work Measures which are listed as follows:
- Workers should wear a mask compulsorily.
- Workplaces should have adequate temperature screening facility.
- A gap of 1 hour should be ensured between the shifts and staggered lunch breaks for staff.
- People above 65 years and parents of children below 5 years are encouraged to work from home.
- Both private & public sector will encourage the use of Aarogya setu app
- All organisations should sanitise their workplaces in between shifts
- Large meetings are to be prohibited.
